(2016) Euphorbia protocol
The Euphorbia protocol, commonly referred to as transferring, is an internationally agreed protocol for dealing with the Morganite anomaly (the birth of a child of a different species to its parents) in which the child is transferred to the country which they are genetically related to. For example, an Evon born in Helltuna to genetically Helltunan parents, an instance of the Morganite anomaly, would be adopted by legal guardians in an Evon country; likewise, a Helltunan born to Evon parents would be adopted by Helltunan guardians. The process of moving from one country to another, called a transfer, varies between international agreements.

The concept was first proposed in 4877 by the Tawnylean politician Aodhán Euphorbia, who noted the increasing diplomatic closeness and trust between the Evon and the New Celtic populations was leading to increased incidences of Tawnylea children emigrating from Evonia when they reached such an age as to be able to legally do so, and vice versa. He suggested genetic screening at birth to determine the species of the child, and offering the parents the choice between raising the child in their birth country or allowing them to be adopted in their genetic homeland. Later that year, the Evon-Celtic Common Birth Screening Agreement established the first instance of the Euphorbia protocol in practice.
Although the programme was a success with the Evon and New Celts, other major countries expressed doubt as to whether the common birth screening concept was sustainable between other countries with looser ties. Aodhán Euphorbia recommended a global treaty making provision for transfer, with individual countries providing their own screening process, a proposal supported by intergovernmental organisations. In 4879, the Central Galactic Council passed the Euphorbia Protocol Act, which established transfer procedures between its member states. It also successfully negotiated the 4891 Helltuna-CGC Euphorbia Protocol Agreement and the 4892 Evonia-CGC Euphorbia Protocol Agreement.
By the mid 4890s, only Olympa had refused to introduce domestic screening. Successive international treaties, including the Evon-Helltuna Birth Transfer Agreement and the Olympan International Euphorbia Protocol, made the protocol a diplomatic norm. Aodhán Euphorbia received the Generational Diplomacy Award for negotiating the original agreement and for making international transfer agreements a reality, despite significant criticism from contemporary politicians who still opposed the protocol.
